July 22, Kiev - City Master Plan: Problems, Prospects and Investments Business Forum took place

Kiev City State Administration in cooperation with the Ukrainian Real Estate Club organized business forum City Master Plan: Problems, Prospects and Investments that took place on July 21st. About 150 guests visited the event among them were representatives of business and city authorities acting in real estate. The event began with the speech of Denis Bass, the first deputy of the Head of the Kiev City State Administration. 'The opinion of real estate and construction business representatives is of high importance for city authorities as in the context of free market economy the successful implementation of the City Master Plan depends much on investments inflow and investment climate. In development of a new City Master Plan we are taking into consideration the investment component, and it is a crucially new aspect that previous soviet and post-soviet Kiev Master Plans lacked. When the existing Master Plan was developed the word 'investor' one can only find in the vocabulary. Eventually the changes to the Master Plan were made but these changes did not include peculiarities of changed transport infrastructure, public utilities and services. As a result a lot of commercial projects were delivered without being considered in Master Plan and that could not but created a huge pressure on existing city public utilities. That is the main reason why we [representatives of city authority] want to hear the opinion and suggestions from the leading European architects and investors to implement their experience in development of a new City Master Plan so that we will make no changes in henceforth', - said Denis Bass.

 

In the format of the round table M. Golytsa, Deputy Head of the Kiev City State Administration, Sergey Bronevitskiy, acting the Head of Main Office of City Planning, Architecture and Design of Kiev State Authority, V. Prisyazhnuyk, chief architect "Center of City Planning and Architecture" shared their point of view as to the city development prospects, general construction strategy and changes in Kyiv real estate development rules. Some of invited foreign guests shared their experience among them Uri Shetrit, chief architect Plaza Centers Company, who participated in Jerusalem master Plan and Kerem Cengiz, Head of Chapman Taylor in Ukraine.

 

Among leading development companies that participated in discussion were Double W, Yaroslavov Val, KDD Group, XXI Century, TMM, Esta Holding, FIM Group, Eurasia and many others.

 

In general the main goal of the forum that is to start the dialog between city authorities and local and foreign investors and developers.
