Today there is lack of both definitions and legal basis of development project management in Ukraine. Such a conclusion was made by the participants of the round table on project management held as a part of the UREC Property Management Forum 2014, which took place on March 26th in Kiev. Besides, specialists of the segment pointed out that there was no clear definition of «development project» and «investment and construction project», who are the participants of these projects, when, by what means and for whom these projects are developed. The moderator of the round table was Elena Sharova, PhD in Technical Sciences, head of consulting department, project management consultant at the Spider Ukraine Company.

 

According to the experts, due to the lack of definitions and legal basis in the project management segment of Ukraine, the real estate players interpret and implement improperly the definitions such as «facility management», «property management», «Management Company», «operating company» and as a result it causes difficulties in determination and sharing of their functions and tasks. «The crucial result is that there is no definition of criteria of efficiency and responsibility for both results of completed project and results of company activity» - Elena Sharova, Head of consulting department at Spider Ukraine Management Technologies underlined.

 

As for appropriate time to invite Management Company in terms of project life cycle, the participants of the round table noted that it was reasonable to invite specialist at the stage of design documentation work out and in some cases at the «Project» stage. Among the engaged experts may be future professionals of property Management Company, such as future chief engineer or specialist on engineering systems.  The company which determines standards of property object’s «work» as a business in terms of architectural, technological, engineering, marketing, it is important to attract specialists at the stage of future project working out.

 

However, participants noted that depending on existing structure of management at the company and number of simultaneously realized projects, there is an overload of the existing and always limited human resources. It reflects, first of all, in lack of time for specialist to combine both their responsibilities to operate the completed property object and to provide expert assessments of the developed project design and consulting during holding of a tender, experts underlined.  

 

Besides, the participants noted that it was important to complete the classification of dwelling and other types of real estate and their approval on the legislation basis as well as necessity to train all specialists in the industry without exception. Also experts drew attention to the fact that solution of «narrow» issues in accordance with legislation is important for registration of title.

 

The moderator of this specialized round table on property management Elena Sharova underlined that «discussion of the proposed by the organizing committee topics went beyond 1, 5 hour time limits. The importance of each question required a discussion in the context of longer practical seminar or workshop».

 

The participants of this round table expressed an idea, supported by moderator, to record results of discussion of actual issues, for instance, as propositions or innovations. In its turn the professional organization Ukrainian Real Estate Club would act not only as platform for discussion but also as a platform for realization of improvements implementation in construction segment. 

 

The UREC Property Management Forum 2014 was dedicated to the actual issues of property management field in Ukraine. The Forum was consisted of two sessions: discussion panel and specialized round table meetings. Speakers of the first session were Aleksandr Rotov, GERC, Andrei Malafeyev, UrbanCivilDesign, Valerii Kirilko, EASTGATE DEVELOPMENT, Elena Shulyak, Midland Development and Sergey Gaydaychuk, Ukrainian Real Estate Club.
